Starters and Rare Pokemon

Naturally, you're probably wondering what Pokemon you can start with. Well, this is the page to read for that info. However, rather than make a long-ass list of what Pokemon can be picked, I figured it'd be easier to list the Pokemon that cannot be picked. But before that, there are a few quick guidelines for when it comes to selecting your starters.
1. Most new trainers start with two Pokemon. They can be any base form Pokemon not on the rare or uncommon list. The exceptions to this are as follows:
• Pokemon League employees in the Police force or Pokemon Rangers can start with a third Pokemon, however that Pokemon must be capable of learning, and know, Odor Sleuth.
• Pokemon League employees starting as Gym Leaders are allowed a full team of six. One of these may be rare, any any of them may be uncommon. However, all of these Pokemon must be of the Gym Leader's type (or evolve into their type, in cases like Swablu for Dragon or Snorunt for Ghost).
• Any special positions, like the Professor, should adhere to the guidelines on the Important Positions page.
2. The following Pokemon are exceptions to the "base form" rule due to having previously been base form Pokemon and later gaining a baby form:
• Pikachu
• Clefairy
• Jigglypuff
• Roselia
• Marill
These Pokemon, if chosen at this stage rather than their baby form, will not have access to any moves exclusive to their baby forms (Nasty Plot for Pichu, for instance), and they will evolve at the price of a two-stage Pokemon. (You will be required to evolve them with the Single Evolution item, rather than Second Evolution.)
3. It will be assumed that a trainer's starting Pokemon were obtained at one of the labs in Boole City, unless otherwise specified in the character's profile. (Do note that you do not have to obtain your Pokemon at the lab, but you should specify where they came from in your profile if you didn't.) It will also be assumed that a trainer obtained their Pokemon already - you do not have to make a lab thread to obtain them.
4. Regardless of trainer class or position, all Pokemon start with four moves learned through level-up.
As stated above, players cannot choose any Pokemon on the Rare or Uncommon list, with a few exceptions. Here are the lists:
Uncommon
Uncommon Pokemon can be found normally in the wild, but are rare enough that they are not freely given out as Starter Pokemon. You will notice that this list seems rather large. That is because the majority of (but not all) single stage Pokemon, as well as Pokemon that were originally single stage, are here, as well as many Pokemon that did not quite deserve the "rare" descriptor.

Rare
Rare Pokemon are especially hard to find. They cannot be chosen as starters, and will be difficult to obtain even in the wild. Pokemon in spawn lists with an * next to their name are rare, and will only be able to appear at all at a 1 in 20 chance (before the actual spawn roll). They appear normally in Remote Areas, however. They can also be handed out as prizes for events.
• All 21 Starter Pokemon (however, see Special Cases below).
• All Pseudo-Legendary Pokemon (Dratini, Larvitar, Beldum, Bagon, Gible, Deino, Goomy, and Jangmo-o)
• Lapras
• Kangaskhan
• Ditto
• Wynaut
• Rotom
• Spiritomb
• Larvesta
• Mareanie
• Wishiwashi
Special Cases
The following are exceptions to the above rules.
1. The 21 Starter Pokemon are rare in the wild, but can be chosen as starters. However, you can choose only one - your other Pokemon must be common.
In addition, if you are making a Gym Leader or other important position, choosing one of these Pokemon will still count towards their limit of Rare Pokemon.

2. Fossils: Fossil Pokemon are considered uncommon in the sense that they are not rare, but also cannot be chosen as starters. However, they are not found in the wild at all. Instead, you must go fossil hunting in the Fengari Ruins, and then take the fossil you find to the Fossil Research Lab in Cernan Town. For the purposes of obtaining fossils, a fossil hunt thread will be the same as a normal catch thread.

3. Unobtainable Pokemon: Some Pokemon cannot be obtained at all at this time. This is due to being extremely rare, or not existing within the world as we know it.
• All Legendary Pokemon, including Mythical (event-only) Pokemon are unobtainable
• All Ultra Beasts are currently unobtainable.
• Type: Null is currently unobtainable, due to only three specimens canonically existing. However, it may be made available in the future.
